Dear colleagues,
今天的會(huì)議聚焦二十國集團(tuán)合作，相信在南非主席國帶領(lǐng)下，二十國集團(tuán)將邁出新步伐，收獲新成果。
Our meeting today is about G20 cooperation. I am convinced that under South Africa’s Presidency, G20 cooperation will make new headway and deliver new results.
習(xí)近平主席在里約峰會(huì)上指出，二十國集團(tuán)應(yīng)該做完善全球治理、推動(dòng)歷史進(jìn)步的力量。站在新的起點(diǎn)上，中方愿同各方一道，落實(shí)南非提出的“團(tuán)結(jié)、平等、可持續(xù)”主題，開啟二十國集團(tuán)合作新篇章，攜手建設(shè)一個(gè)共同發(fā)展的公正世界。
At last year’s summit in Rio de Janeiro, President Xi Jinping called on the G20 to be a force to improve global governance and move history forward. Standing at a new starting point, China is ready to join all sides in embracing the theme of “Solidarity, Equality, Sustainability” proposed by South Africa, ushering in a new chapter of G20 cooperation, and working together for a just world of common development.
第一，我們要以“團(tuán)結(jié)”筑牢二十國集團(tuán)合作之基。拉馬福薩總統(tǒng)說過，團(tuán)結(jié)合作是人類發(fā)展的關(guān)鍵，也是二十國集團(tuán)的初心。我們要堅(jiān)持求同存異、聚同化異，不搞分裂對(duì)立，反對(duì)集團(tuán)對(duì)抗。今年是聯(lián)合國成立80周年，世界貿(mào)易組織成立30周年，全球經(jīng)濟(jì)治理改革進(jìn)入關(guān)鍵年份。大國應(yīng)發(fā)揮表率作用，推動(dòng)全球經(jīng)濟(jì)治理體系改革，提升“全球南方”代表性和話語權(quán)。我們要合力建設(shè)開放型世界經(jīng)濟(jì)，共同反對(duì)單邊主義、保護(hù)主義，推動(dòng)經(jīng)濟(jì)全球化朝著更加普惠包容的方向發(fā)展。
First, through “Solidarity” we will cement the foundation of G20 cooperation. President Ramaphosa noted that, cooperation has been one of the key markers of human development, which is what the G20 was established for. We should seek common ground, set aside and overcome differences whenever possible, avoid division and discord, and reject bloc confrontation. This year marks the 80th anniversary of the U.N. and the 30th anniversary of the WTO. It is a pivotal year for global economic governance reform. Major countries should play a leading role in advancing reform of the global economic governance system and improving the representation and voice of the Global South. We should jointly build an open world economy, oppose unilateralism and protectionism, and make economic globalization more universally beneficial and inclusive.
第二，我們要以“平等”賦能二十國集團(tuán)前行之路。平等協(xié)商、互利共贏，是二十國集團(tuán)的鮮明特色，也是完善全球治理的重要路徑。二十國集團(tuán)要堅(jiān)持共商共建共享，視彼此的發(fā)展為機(jī)遇而非挑戰(zhàn)，把彼此作為伙伴而非對(duì)手。當(dāng)前科技革命加速發(fā)展，機(jī)遇和風(fēng)險(xiǎn)并存。中方支持南非設(shè)立“人工智能”任務(wù)組，支持舉辦非洲人工智能全球峰會(huì)，歡迎大家來華出席2025年世界人工智能大會(huì)。中方同巴西、南非、非盟共同提出了“開放科學(xué)國際合作倡議”，歡迎更多國家和國際組織參與。
Second, through “Equality” we will empower the G20 on the way forward. Equal-footed consultation and mutual benefit is a distinct feature of the G20; it is also an important path for improving global governance. The G20 should be committed to extensive consultation, joint contribution and shared benefits. We should see each other’s development as an opportunity rather than a challenge, and view each other as partners rather than rivals. In today’s world, technological revolution is progressing apace, presenting us with both opportunities and risks. China supports South Africa’s establishment of an Artificial Intelligence (AI) task force and supports the Global AI Summit on Africa. China also welcomes you all to China for the 2025 World Artificial Intelligence Conference. Together with Brazil, South Africa and the African Union, we have jointly launched an Initiative on International Cooperation in Open Science, and we look forward to more countries and international organizations coming aboard.
第三，我們要以“可持續(xù)發(fā)展”開辟二十國集團(tuán)新前景。要繼續(xù)將發(fā)展議題置于二十國集團(tuán)優(yōu)先位置，把多邊主義精神轉(zhuǎn)化為可持續(xù)發(fā)展的具體行動(dòng)。習(xí)近平主席在里約峰會(huì)上提出了中方支持全球發(fā)展八項(xiàng)行動(dòng)，倡導(dǎo)二十國集團(tuán)做支持可持續(xù)發(fā)展的行動(dòng)派、實(shí)干家。中方將積極參與南非新設(shè)的“包容性增長”、“糧食安全”兩個(gè)任務(wù)組，支持減災(zāi)、債務(wù)可持續(xù)性、公正能源轉(zhuǎn)型、關(guān)鍵礦產(chǎn)等優(yōu)先領(lǐng)域合作。中方愿同各方探討降低發(fā)展中國家融資成本，積極參與“資金成本委員會(huì)”工作，按照“共同行動(dòng)、公平負(fù)擔(dān)”原則，幫助發(fā)展中國家減輕債務(wù)負(fù)擔(dān)。
Third, through “Sustainability” we will open up new prospects for the G20. Development should stay at the top of G20’s agenda, and we should translate the spirit of multilateralism into concrete actions of sustainability. At the G20 Rio Summit, President Xi outlined China’s eight actions for global development and called for the G20 to be a doer and go-getter working for the cause of global development. China will take an active part in the two newly-established task forces on “Inclusive Economic Growth” and “Food Security” set up by South Africa, and support cooperation in priority areas such as disaster relief, debt sustainability, fair energy transition and key minerals. China is ready to discuss with all parties how to lower the financing costs for developing countries, actively participate in the work of Cost of Capital Commission, and help developing countries reduce their debt burden under the principle of “joint action and fair-burden sharing.”

非洲正在經(jīng)歷新的覺醒。二十國集團(tuán)要以南非擔(dān)任主席國為契機(jī)，動(dòng)員更多發(fā)展資源，支持全球發(fā)展行動(dòng)協(xié)同增效，同非洲開展工業(yè)化、基礎(chǔ)設(shè)施、綠色礦產(chǎn)等領(lǐng)域合作，加快走上現(xiàn)代化之路。
Africa is experiencing a new awakening. The G20 should make the most of South Africa’s Presidency, mobilize more development resources, promote synergy in global development actions, and partner with Africa in industrialization, infrastructure, green minerals and other areas, to accelerate the continent’s advancement toward modernization.
2016年中方舉辦杭州峰會(huì)期間，通過了《二十國集團(tuán)支持非洲和最不發(fā)達(dá)國家工業(yè)化倡議》。當(dāng)前，我們正在同非洲伙伴一道，全方位推進(jìn)現(xiàn)代化“十大伙伴行動(dòng)”。中方愿同各方一道，繼續(xù)以二十國集團(tuán)合作賦能非洲發(fā)展，實(shí)現(xiàn)共同繁榮進(jìn)步！
Under China’s G20 Presidency in 2016, the G20 adopted the Initiative on Supporting Industrialization in Africa and Least Developed Countries. Right now, China is working with African partners to comprehensively advance ten partnership actions for modernization. In sum, China is ready to work with all parties to empower Africa’s development through G20 cooperation to achieve common prosperity and progress.
