大家好！很高興與各位再次齊聚北京，共同出席中阿合作論壇第十屆部長(zhǎng)級(jí)會(huì)議。
Good morning. I am delighted to meet you all again in Beijing and join you at the 10th Ministerial Conference of the China-Arab States Cooperation Forum (CASCF).
本次會(huì)議是首屆中阿峰會(huì)成功舉辦后，論壇首次召開(kāi)部長(zhǎng)級(jí)會(huì)議，會(huì)議的主題是全力推動(dòng)中阿命運(yùn)共同體建設(shè)。我們高興地看到，首屆中阿峰會(huì)舉辦以來(lái)，在習(xí)近平主席和阿拉伯國(guó)家領(lǐng)導(dǎo)人的指引下，中阿命運(yùn)共同體建設(shè)取得明顯進(jìn)展，中阿關(guān)系進(jìn)入了歷史最好時(shí)期。
This is the first ministerial conference of the Forum since our leaders met for the first China-Arab States Summit in 2022. The theme of our Conference is Working Toward a China-Arab Community with a Shared Future. We are pleased that significant progress has been made in building a China-Arab community with a shared future under the guidance of Arab leaders and President Xi Jinping since their first summit and that the China-Arab relationship is now at its best in history.
我們充分發(fā)揮元首外交引領(lǐng)作用，讓中阿戰(zhàn)略互信越來(lái)越深。中阿持續(xù)擴(kuò)大高層交往，堅(jiān)定支持彼此核心利益和重大關(guān)切。同中國(guó)建立全面戰(zhàn)略伙伴關(guān)系或戰(zhàn)略伙伴關(guān)系的阿拉伯國(guó)家增加到14個(gè)，阿拉伯地區(qū)已成為中國(guó)戰(zhàn)略伙伴最密集的地區(qū)之一。
With our leaders guiding the way forward through head-of-state diplomacy, China and Arab countries have built a stronger strategic mutual trust. We have had more high-level exchanges. We have firmly supported each other on issues that bear on our respective core interests and are of major concern to us. A total of 14 Arab countries have established comprehensive strategic partnership or strategic partnership with China, making the Arab region one of the biggest clusters of China’s strategic partners.
我們積極落實(shí)首屆峰會(huì)成果，讓中阿務(wù)實(shí)合作越走越實(shí)。中方將30個(gè)阿方項(xiàng)目納入全球發(fā)展倡議項(xiàng)目庫(kù)，同阿拉伯國(guó)家實(shí)施、探討45個(gè)阿方發(fā)展合作援助項(xiàng)目，共建“一帶一路”在22個(gè)阿拉伯國(guó)家實(shí)現(xiàn)“全覆蓋”，中方對(duì)阿方最不發(fā)達(dá)國(guó)家98％的稅目產(chǎn)品實(shí)施零關(guān)稅，為阿方培訓(xùn)3400多名各領(lǐng)域?qū)I(yè)人才。中阿務(wù)實(shí)合作“八大共同行動(dòng)”正不斷結(jié)出豐碩果實(shí)。
With tangible progress in delivering on the outcome of the first China-Arab States Summit, China and Arab countries have deepened and substantiated our results-oriented cooperation. China has listed 30 development cooperation projects involving Arab countries in its Global Development Initiative (GDI) Project Pool. A total of 45 development cooperation or aid projects to the benefit of Arab countries are underway or under consideration. All of the 22 Arab countries are partners of the Belt and Road Initiative (BRI). China applies zero-tariff to 98 percent of taxable goods from the Arab least developed countries, and has helped train more than 3,400 professionals in various sectors for Arab countries. The “eight major cooperation initiatives” are delivering tangible results.
我們共同推動(dòng)文明交流互鑒，讓中阿民眾情感越來(lái)越親。中阿共同發(fā)表了關(guān)于踐行全球文明倡議的聯(lián)合聲明，首屆中阿青年發(fā)展論壇等人文交流活動(dòng)深受歡迎，中國(guó)影視節(jié)目、書(shū)籍越來(lái)越多走進(jìn)阿拉伯國(guó)家千家萬(wàn)戶，“漢語(yǔ)熱”“阿語(yǔ)熱”蔚然成風(fēng)。
With more exchanges and more mutual cultural learning, the Chinese and Arab peoples have developed a stronger friendship and better mutual understanding. We have issued a joint statement on implementing the Global Civilization Initiative. The cultural and people-to-people exchange programs and events, such as the first China-Arab Youth Development Forum, have attracted many of our young people. There are more and more Arab fans of Chinese films, TV programs, and books. And more and more of our people are learning each other’s language.
今天，部長(zhǎng)會(huì)現(xiàn)場(chǎng)專門展示了送往中國(guó)空間站的阿拉伯國(guó)家和阿盟旗幟。我們將在會(huì)后贈(zèng)予阿方，作為中阿友好超越時(shí)空的永久紀(jì)念。
Today at our meeting venue, a large photo frame featuring the flags of Arab states and the Arab League is on special display. These flags have been sent on a tour to and from China’s space station. After the Conference, we will present it to our Arab friends as a memento of the China-Arab friendship that transcends time and space.

今天上午，習(xí)近平主席同哈馬德國(guó)王、塞西總統(tǒng)、賽義德總統(tǒng)、穆罕默德總統(tǒng)一道，共同出席會(huì)議開(kāi)幕式，發(fā)表了重要講話，形成了新的共識(shí)。習(xí)近平主席宣布，將于2026年在華舉辦第二屆中阿峰會(huì)，這將為中阿關(guān)系澆筑下一個(gè)重要的里程碑。習(xí)近平主席強(qiáng)調(diào)，中方愿同阿方一道，將中阿關(guān)系建設(shè)成維護(hù)世界和平穩(wěn)定的標(biāo)桿、高質(zhì)量共建“一帶一路”的樣板、不同文明和諧共生的典范、探索全球治理路徑的表率，為中阿命運(yùn)共同體建設(shè)指明了方向。習(xí)近平主席還在中阿務(wù)實(shí)合作“八大共同行動(dòng)”基礎(chǔ)上，提出共同構(gòu)建“五大合作格局”，必將引領(lǐng)新時(shí)代中阿合作邁上新臺(tái)階。
This morning, President Xi Jinping, King Hamad bin Isa Al-Khalifa, President Abdul Fatah Al-Sisi, President Kais Saied and President Mohamed Bin Zayed Al-Nahyan attended the opening ceremony and delivered the keynote addresses. A new consensus has been reached. President Xi Jinping announced that the second China-Arab States Summit will be held in China in 2026. The Summit will be another historic milestone in China-Arab relations. In his speech, President Xi Jinping stressed that China will work with the Arab side to make our relations a model for maintaining world peace and stability, a fine example of high-quality Belt and Road cooperation, a paradigm of harmonious coexistence between civilizations, and a model for promoting good global governance. His remarks point the way forward for building a China-Arab community with a shared future. President Xi has also proposed that we build together “five cooperation frameworks”. His proposal, which is built on the “eight major cooperation initiatives” for results-oriented China-Arab cooperation, will bring our cooperation in the new era to a new height.
藍(lán)圖已經(jīng)繪就，落實(shí)就是關(guān)鍵。下步，我們要切實(shí)貫徹落實(shí)中阿元首共識(shí)和本次會(huì)議成果，重點(diǎn)做好以下四件大事：
A blueprint has been drawn, and the key lies in its implementation. Going forward, we need to truly act on the consensus of our leaders and the outcomes of today’s Conference. To that end, I wish to propose four priorities:
一要進(jìn)一步增強(qiáng)戰(zhàn)略互信，堅(jiān)定支持彼此核心利益。中方贊賞阿方長(zhǎng)期以來(lái)在涉及中國(guó)核心利益和重大關(guān)切問(wèn)題上給予寶貴支持，我們也將繼續(xù)堅(jiān)定支持阿方維護(hù)主權(quán)獨(dú)立、領(lǐng)土完整和民族尊嚴(yán)，支持阿拉伯國(guó)家加強(qiáng)團(tuán)結(jié)合作、實(shí)現(xiàn)自立自強(qiáng)，推動(dòng)熱點(diǎn)問(wèn)題政治解決，維護(hù)中東地區(qū)安全穩(wěn)定。
First, China and Arab countries should remain committed to greater strategic mutual trust and firmly support each other on issues which bear on our respective core interests. China highly appreciates Arab countries’ valuable and long-standing support to us on issues which involve our core interests and are of major concern to us. China will continue to support Arab countries in upholding your sovereignty, independence, territorial integrity and national dignity, in enhancing solidarity and cooperation and strengthening self-reliance, in promoting political settlement of hotspot issues, and in safeguarding security and stability in the Middle East.
巴勒斯坦問(wèn)題是中東問(wèn)題的核心。無(wú)論國(guó)際形勢(shì)如何變化，中方都將繼續(xù)堅(jiān)定支持恢復(fù)巴勒斯坦人民的民族合法權(quán)利，盡早建立以1967年邊界為基礎(chǔ)、以東耶路撒冷為首都、享有完全主權(quán)的獨(dú)立的巴勒斯坦國(guó)。中方堅(jiān)定支持巴勒斯坦成為聯(lián)合國(guó)正式會(huì)員國(guó)，得到國(guó)際社會(huì)廣泛呼應(yīng)。中方也愿為推動(dòng)巴勒斯坦內(nèi)部和解做出更大貢獻(xiàn)，并支持召開(kāi)更大規(guī)模、更具權(quán)威、更有實(shí)效的國(guó)際和會(huì)。當(dāng)前加沙地區(qū)的局勢(shì)不可持續(xù)，無(wú)條件立即?；鹗菄?guó)際共識(shí)，改善人道主義狀況是當(dāng)務(wù)之急，無(wú)辜平民的生命不應(yīng)再繼續(xù)被無(wú)視和傷害。中國(guó)將繼續(xù)同阿拉伯國(guó)家堅(jiān)定站在一起，主持公道，伸張正義，推動(dòng)巴勒斯坦問(wèn)題早日得到全面、公正、持久解決。
The question of Palestine is at the heart of the Middle East issue. No matter how the international landscape evolves, China will remain steadfast in its support to the Palestinian people in restoring their legitimate national rights, and to the earlier establishment of an independent State of Palestine that enjoys full sovereignty based on the 1967 borders and with East Jerusalem as its capital. China firmly supports full U.N. membership for Palestine, which is a call echoed by the international community. China is also ready to do more to help achieve Palestinian reconciliation. We support the convocation of an international peace conference that is more broad-based, more authoritative, and more effective. The current situation in Gaza is unsustainable. An unconditional and immediate ceasefire is an international consensus. Improvement of humanitarian conditions on the ground is an urgent imperative. The lives of innocent civilians must no longer be ignored and must not be harmed. China will continue to stand in solidarity with Arab states. We will speak up and stand up for justice, and work for an early solution to the question of Palestine that is comprehensive, just and sustainable.
二要進(jìn)一步深化務(wù)實(shí)合作，促進(jìn)更高水平互利共贏。中方支持阿拉伯國(guó)家加快推進(jìn)工業(yè)化進(jìn)程，建設(shè)更多關(guān)鍵基礎(chǔ)設(shè)施項(xiàng)目，實(shí)施更多“小而美”惠民工程；中方愿在能源領(lǐng)域做阿方長(zhǎng)期戰(zhàn)略合作伙伴，建設(shè)更多能源旗艦項(xiàng)目，打造傳統(tǒng)能源、新能源齊頭并進(jìn)的合作格局；中方將繼續(xù)擴(kuò)大同阿方貿(mào)易規(guī)模，讓中阿人民共享貿(mào)易自由化、便利化紅利；中方還愿同阿方培育高新產(chǎn)業(yè)增長(zhǎng)極，共建產(chǎn)學(xué)研用一體化體系，共同把握數(shù)字化、網(wǎng)絡(luò)化、智能化發(fā)展機(jī)遇；中方歡迎阿拉伯國(guó)家更踴躍投資中國(guó)，投資未來(lái)，共享中國(guó)發(fā)展振興紅利；中方還希望同阿方開(kāi)展治國(guó)理政、公共衛(wèi)生、青年、教育等領(lǐng)域合作，涵養(yǎng)中阿友好世代相傳的民心民意。
Second, China and Arab countries should deepen results-oriented and mutually beneficial cooperation and upgrade such cooperation to a higher level. China supports Arab countries in your efforts to accelerate industrialization, build more critical infrastructure projects, and undertake more small and beautiful projects that will bring tangible improvement to people’s livelihood. China will remain a long-term partner of Arab countries for strategic cooperation in the energy sector. We will help Arab countries build more flagship energy projects and create a dynamic where cooperation in the traditional and new energy sectors advance in tandem. China will continue to expand trade with Arab countries so that our peoples can all share the benefits that come along with trade liberalization and facilitation. China will work with Arab countries to cultivate new growth drivers in the high and new technology industries, foster synergy of industries, universities, research institutes and end users, leverage the opportunities brought about by digital, Internet-based and smart technologies. China welcomes more investment from Arab countries. This will be your investment in the future as you will share in the dividends of China’s development and rejuvenation. China also hopes for cooperation with Arab countries in areas of governance, public health, youth, and education so that the China-Arab friendship will be carried forward from generation to generation.
三要進(jìn)一步加強(qiáng)國(guó)際協(xié)作，共同維護(hù)全球治理正確方向。中方愿同阿方加強(qiáng)在聯(lián)合國(guó)、世界貿(mào)易組織、國(guó)際貨幣基金組織以及金磚國(guó)家合作機(jī)制、上海合作組織等多邊平臺(tái)的溝通協(xié)調(diào)。共同倡導(dǎo)平等有序的世界多極化，踐行真正的多邊主義，反對(duì)霸權(quán)主義和強(qiáng)權(quán)政治。共同倡導(dǎo)普惠包容的經(jīng)濟(jì)全球化，促進(jìn)貿(mào)易繁榮、投資便利、人員流動(dòng)、技術(shù)發(fā)展，反對(duì)各種形式的單邊主義、保護(hù)主義。
Third, China and Arab countries should strengthen cooperation at the international level and work together to maintain the right direction of global governance. China stands ready to strengthen communication and coordination with Arab countries on multilateral platforms, such as the United Nations, the World Trade Organization, the International Monetary Fund, BRICS, and the Shanghai Cooperation Organization. China and Arab countries call for an equal and orderly multipolar world. We will practice true multilateralism, and say no to hegemonism and power politics. China will work with Arab countries to promote mutually beneficial and inclusive economic globalization, boost trade prosperity, easy investment, greater flow of people and technological advancement, and oppose any form of unilateralism and protectionism.
四要進(jìn)一步加強(qiáng)論壇建設(shè)，助力開(kāi)辟中阿命運(yùn)共同體的光明前景。今年是中阿合作論壇成立二十周年。二十年來(lái)，論壇建設(shè)與時(shí)俱進(jìn)，為中阿關(guān)系發(fā)展做出重要貢獻(xiàn)，成為中阿集體合作的“金字招牌”，書(shū)寫了南南合作互尊互利、互學(xué)互鑒的精彩篇章。面向構(gòu)建中阿命運(yùn)共同體的新征程，中方愿同阿方弘揚(yáng)中阿友好精神，進(jìn)一步夯實(shí)論壇促進(jìn)政治對(duì)話、擴(kuò)大務(wù)實(shí)合作、深化文明交流、引領(lǐng)全球治理的“四梁八柱”，打造服務(wù)中阿命運(yùn)共同體建設(shè)優(yōu)質(zhì)平臺(tái)，開(kāi)創(chuàng)中阿集體合作更加輝煌的二十年。
Fourth, China and Arab countries should enhance institution building of our Forum in the interest of a China-Arab community with a shared future. The China-Arab States Cooperation Forum has travelled a journey of 20 years since its establishment. Over the past two decades, the Forum contributed significantly to the development of China-Arab relations while improving itself in step with the times. It has become the signature platform for collective China-Arab cooperation and has written a splendid chapter in South-South cooperation characterized by mutual respect, mutual benefit and mutual learning. On the new journey of building a China-Arab community with a shared future, China is ready to work with Arab states to carry forward the spirit of China-Arab friendship, and strengthen the key roles of the Forum in promoting political dialogue, expanding results-oriented cooperation, deepening cultural exchanges, and providing guidance for good global governance. We should see to it that the Forum continues to serve as a high-quality platform for building a China-Arab community with a shared future, and work together to make the next 20 years of the overall China-Arab cooperation more remarkable.

阿拉伯諺語(yǔ)講，“被行動(dòng)證明的語(yǔ)言是最有力的語(yǔ)言”。習(xí)近平主席經(jīng)常強(qiáng)調(diào)，“行勝于言”。我們要同心聚力、攜手前行，在構(gòu)建中阿命運(yùn)共同體的陽(yáng)光大道上當(dāng)好行動(dòng)派、實(shí)干家，把藍(lán)圖化為成果，把愿景變成現(xiàn)實(shí)。讓我們以此次論壇部長(zhǎng)會(huì)為新起點(diǎn)，共創(chuàng)中阿關(guān)系更加美好的明天！
As an Arab saying goes, “Words proved by action are the most powerful.” President Xi Jinping said on a number of occasions that what you do is more important than what you say. Let us take real action to translate the blueprint for a China-Arab community with a shared future into reality. Let us take the Ministerial Conference as a new start to create a brighter future for China-Arab relations!
