尊敬的各位國(guó)際組織負(fù)責(zé)人，尊敬的各代表團(tuán)團(tuán)長(zhǎng)，Your Excellencies Heads of State and Government,Your Excellencies Heads of International Organizations,Your Excellencies Heads of Delegations,大家好！我謹(jǐn)代表中國(guó)政府和中國(guó)人民，并以我個(gè)人名義，向出席第五屆中國(guó)國(guó)際進(jìn)口博覽會(huì)的各位嘉賓，表示熱烈的歡迎和誠(chéng)摯的問候！Good evening! I would like to extend, on behalf of the Chinese government and people and also in my own name, a warm welcome and hearty greetings to all our guests attending the fifth China International Import Expo (CIIE).5年前，我宣布舉辦進(jìn)博會(huì)，就是要擴(kuò)大開放，讓中國(guó)大市場(chǎng)成為世界大機(jī)遇。現(xiàn)在，進(jìn)博會(huì)已經(jīng)成為中國(guó)構(gòu)建新發(fā)展格局的窗口、推動(dòng)高水平開放的平臺(tái)、全球共享的國(guó)際公共產(chǎn)品。Five years ago, I announced the decision to hold the CIIE for the very purpose of expanding China's opening-up and turning our enormous market into enormous opportunities for the world. Today, the CIIE has become a showcase of China's new development paradigm, a platform for high-standard opening-up, and a public good for the whole world.開放是人類文明進(jìn)步的重要?jiǎng)恿?，是世界繁榮發(fā)展的必由之路。當(dāng)前，世界百年未有之大變局加速演進(jìn)，世界經(jīng)濟(jì)復(fù)蘇動(dòng)力不足。我們要以開放紓發(fā)展之困、以開放匯合作之力、以開放聚創(chuàng)新之勢(shì)、以開放謀共享之福，推動(dòng)經(jīng)濟(jì)全球化不斷向前，增強(qiáng)各國(guó)發(fā)展動(dòng)能，讓發(fā)展成果更多更公平惠及各國(guó)人民。Openness is a key driving force behind the progress of human civilizations and an intrinsic path toward global prosperity and development. The world today is confronted with accelerated changes unseen in a century as well as a sluggish economic recovery. We should commit ourselves to openness to meet development challenges, foster synergy for cooperation, build the momentum of innovation, and deliver benefits to all. We should steadily advance economic globalization, enhance every country's dynamism of growth, and provide all nations with greater and fairer access to the fruits of development.

中國(guó)共產(chǎn)黨第二十次全國(guó)代表大會(huì)強(qiáng)調(diào)，中國(guó)堅(jiān)持對(duì)外開放的基本國(guó)策，堅(jiān)定奉行互利共贏的開放戰(zhàn)略，堅(jiān)持經(jīng)濟(jì)全球化正確方向，增強(qiáng)國(guó)內(nèi)國(guó)際兩個(gè)市場(chǎng)兩種資源聯(lián)動(dòng)效應(yīng)，不斷以中國(guó)新發(fā)展為世界提供新機(jī)遇，推動(dòng)建設(shè)開放型世界經(jīng)濟(jì)。As the 20th National Congress of the Communist Party of China has underscored, China remains committed to the fundamental national policy of opening up to the outside world, pursues a mutually beneficial strategy of opening-up, and adheres to the right course of economic globalization. We will amplify the interplay between domestic and international markets and resources, strive to create new opportunities for the world with our own development, and contribute our share to building an open global economy.——中國(guó)將推動(dòng)各國(guó)各方共享中國(guó)大市場(chǎng)機(jī)遇，加快建設(shè)強(qiáng)大國(guó)內(nèi)市場(chǎng)，推動(dòng)貨物貿(mào)易優(yōu)化升級(jí)，創(chuàng)新服務(wù)貿(mào)易發(fā)展機(jī)制，擴(kuò)大優(yōu)質(zhì)產(chǎn)品進(jìn)口，創(chuàng)建“絲路電商”合作先行區(qū)，建設(shè)國(guó)家服務(wù)貿(mào)易創(chuàng)新發(fā)展示范區(qū)，推動(dòng)貿(mào)易創(chuàng)新發(fā)展，推進(jìn)高質(zhì)量共建“一帶一路”。-- China will work with all countries and all parties to share the opportunities in its vast market. We will step up efforts to cultivate a robust domestic market, upgrade trade in goods, develop new mechanisms for trade in services, and import more quality products. We will establish pilot zones for Silk Road e-commerce cooperation and build national demonstration zones for innovative development of trade in services, so as to encourage innovation in trade and promote high-quality Belt and Road cooperation.——中國(guó)將推動(dòng)各國(guó)各方共享制度型開放機(jī)遇，穩(wěn)步擴(kuò)大規(guī)則、規(guī)制、管理、標(biāo)準(zhǔn)等制度型開放，實(shí)施好新版《鼓勵(lì)外商投資產(chǎn)業(yè)目錄》，深化國(guó)家服務(wù)業(yè)擴(kuò)大開放綜合示范區(qū)建設(shè)；實(shí)施自由貿(mào)易試驗(yàn)區(qū)提升戰(zhàn)略，加快建設(shè)海南自由貿(mào)易港，發(fā)揮好改革開放綜合試驗(yàn)平臺(tái)作用。-- China will work with all countries and all parties to share the opportunities from its institutional opening-up. We will steadily expand institutional opening-up with regard to rules, regulations, management and standards, put into full effect the new Catalogue of Encouraged Industries for Foreign Investment, and further develop the national integrated demonstration zone for greater openness in the service sector. We will implement the strategy to upgrade pilot free trade areas, accelerate the Hainan Free Trade Port development, and tap into their role as pilot platforms for comprehensive reform and opening-up.——中國(guó)將推動(dòng)各國(guó)各方共享深化國(guó)際合作機(jī)遇，全面深入?yún)⑴c世界貿(mào)易組織改革談判，推動(dòng)貿(mào)易和投資自由化便利化，促進(jìn)國(guó)際宏觀經(jīng)濟(jì)政策協(xié)調(diào)，共同培育全球發(fā)展新動(dòng)能，積極推進(jìn)加入《全面與進(jìn)步跨太平洋伙伴關(guān)系協(xié)定》和《數(shù)字經(jīng)濟(jì)伙伴關(guān)系協(xié)定》，擴(kuò)大面向全球的高標(biāo)準(zhǔn)自由貿(mào)易區(qū)網(wǎng)絡(luò)，堅(jiān)定支持和幫助廣大發(fā)展中國(guó)家加快發(fā)展，推動(dòng)構(gòu)建人類命運(yùn)共同體。-- China will work with all countries and all parties to share the opportunities from deepened international cooperation. We will engage fully and deeply in WTO reform negotiations, promote trade and investment liberalization and facilitation, and enhance international macro-economic policy coordination, with a view to jointly fostering new drivers for global growth. We will endeavor actively to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement (DEPA) to expand the globally-oriented network of high-standard free trade areas. We will firmly support other developing countries and assist them in growing faster, and promote the building of a community with a shared future for mankind.“山重水復(fù)疑無路，柳暗花明又一村?！甭肪驮谀_下，光明就在前方。中國(guó)愿同各國(guó)一道，踐行真正的多邊主義，凝聚更多開放共識(shí)，共同克服全球經(jīng)濟(jì)發(fā)展面臨的困難和挑戰(zhàn)，讓開放為全球發(fā)展帶來新的光明前程！"After endless mountains and rivers that leave doubt whether there is a path out, suddenly one encounters the shade of a willow, bright flowers and a lovely village." As this ancient Chinese poem indicates, the path is unfolding before us, and a brighter future beckons beyond. China is ready to work with all countries to practice true multilateralism, build more consensus for openness, jointly overcome the difficulties and challenges confronting global economic growth, and make sure that our commitment to openness will bring about broad prospects for global development.
