很高興參加“77國集團(tuán)和中國”部長級會(huì)議。巴基斯坦作為主席國，團(tuán)結(jié)發(fā)展中國家合作應(yīng)對危機(jī)挑戰(zhàn)，取得積極成果，中方對此高度贊賞。
It gives me great pleasure to attend the Ministerial Meeting of the Group of 77 (G77) and China. We highly commend Pakistan for its chairmanship in rallying developing countries behind the cooperative and productive efforts in tackling crises and challenges.
當(dāng)今世界正經(jīng)歷百年未有之大變局。新冠疫情延宕、世界經(jīng)濟(jì)下行、地緣局勢緊張、糧食和能源危機(jī)疊加，發(fā)展中國家首當(dāng)其沖，理應(yīng)攜手應(yīng)對。
The world today is undergoing major changes unseen in a century.?The COVID-19 keeps resurging. The world economy faces downward pressure. Geopolitical environment remains tense. And food and energy crises are compounded with one another. Developing countries are bearing the brunt of all this, and should therefore act hand in hand in?response.
面對這一新的形勢，“77國集團(tuán)和中國”作為發(fā)展中國家最重要的多邊合作平合，承擔(dān)著更多責(zé)任，也迎來更大機(jī)遇。我們應(yīng)更高舉起合作的旗幟，堅(jiān)守聯(lián)合自強(qiáng)初心，傳承同舟共濟(jì)傳統(tǒng)，弘揚(yáng)開拓進(jìn)取精神，因時(shí)而變，迎難而上，維護(hù)和拓展廣大發(fā)展中國家和世界各國的共同利益。中方有四點(diǎn)主張：
Under these new circumstances, the G77 and China, as the most important multilateral cooperation platform for developing countries, are expected to shoulder more responsibilities and embrace greater opportunities. We should hold higher the banner of cooperation, stay committed to our original aspiration for strength through unity, carry forward our traditional partnerships, and nurture the pioneering spirit. We should keep pace with the changing times and rise up to the challenges to safeguard and expand the common interest of developing countries and the whole world. To this end, China would like to offer four proposals.
第一，要繼續(xù)將發(fā)展置于國際合作的優(yōu)先位置。堅(jiān)持以人民為中心發(fā)展理念，加快落實(shí)2030年可持續(xù)發(fā)展議程，共同推動(dòng)2023年聯(lián)合國可持續(xù)發(fā)展峰會(huì)、第三屆南方首腦會(huì)議、聯(lián)合國發(fā)展籌資高級別對話會(huì)取得積極成果。
First, we should keep development as a priority in international cooperation.?It is important to adhere to the people-centered?development approach, accelerate the implementation of the 2030 Agenda for Sustainable Development, and jointly strive for important deliverables of the 2023 SDG Summit, the Third South Summit, and the High Level Dialogue on Financing for Development.
第二，要促進(jìn)更加包容、平衡、可持續(xù)的經(jīng)濟(jì)復(fù)蘇。建設(shè)全球經(jīng)濟(jì)復(fù)蘇伙伴關(guān)系，擴(kuò)大新冠疫苗藥物在發(fā)展中國家生產(chǎn)分配，支持發(fā)展中國家糧食市場穩(wěn)定和能源可及性，助力發(fā)展中國家經(jīng)濟(jì)可持續(xù)復(fù)蘇。發(fā)達(dá)國家應(yīng)該兌現(xiàn)官方發(fā)展援助和氣候融資承諾。多邊開發(fā)銀行和商業(yè)債權(quán)人有義務(wù)參與到對發(fā)展中國家緩債行動(dòng)中來。
Second, we should promote more inclusive, balanced and sustainable economic recovery.?It is imperative to build a global partnership for economic recovery, expand the production and distribution of COVID vaccines and medicines in the developing world, support food market stability and energy accessibility for developing countries, and help developing countries achieve sustained economic recovery. Developed countries should deliver on their official development assistance and climate financing commitments. Multilateral development banks and commercial creditors have the obligation to participate in debt suspension for developing countries.
第三，要推動(dòng)構(gòu)建公正合理的全球經(jīng)濟(jì)治理。踐行真正的多邊主義，維護(hù)以國際法為基礎(chǔ)的國際秩序和以世界貿(mào)易組織為核心的多邊貿(mào)易體系，維護(hù)產(chǎn)業(yè)鏈供應(yīng)鏈穩(wěn)定暢通，反對單邊主義、霸權(quán)主義、集團(tuán)政治和陣營對抗。繼續(xù)推動(dòng)世界銀行和國際貨幣基金組織等國際金融機(jī)構(gòu)增加發(fā)展中國家代表性和話語權(quán)，支持非洲聯(lián)盟加入二十國集團(tuán)。
Third, we should promote just and equitable global economic governance.?It is vital to practice true multilateralism, safeguard the international order underpinned by international law, protect the WTO-centered multilateral trading system, and ensure stable and smooth industrial and supply chains. We must oppose unilateralism, hegemonism, group politics, and bloc confrontation. We should continue to urge the World Bank, the International Monetary Fund and other international financial institutions to increase the representation and voice of developing countries. And we should continue to support the African Union in joining the G20.
第四，要匯聚加快實(shí)現(xiàn)現(xiàn)代化的國際合力。“77國集團(tuán)和中國”人口總量占全球85%以上，我們攜手走向現(xiàn)代化，將是改變?nèi)祟悮v史的最重要事件，將推動(dòng)世界向更加穩(wěn)定、均衡和繁榮方向發(fā)展。我們要積極開展經(jīng)濟(jì)發(fā)展領(lǐng)域的交流與合作，深化經(jīng)貿(mào)聯(lián)系，推進(jìn)聯(lián)動(dòng)發(fā)展。要分享發(fā)展經(jīng)驗(yàn)，支持彼此探尋符合本國國情的現(xiàn)代化道路。
Fourth, we should forge global synergy for achieving modernization at a faster pace.?The population of the G77 and China accounts for over 85 percent of the world’s total. Our modernization will be the most significant event that will change the history of mankind and steer the world in a more stable, balanced and prosperous direction. We should actively engage in exchanges and cooperation in economic development, deepen economic and trade ties, and better coordinate our development. We should share our experience in development, and support each other in exploring the path to modernization suited to our respective national conditions.

中國始終是全球發(fā)展事業(yè)的堅(jiān)定推動(dòng)者和積極貢獻(xiàn)者。習(xí)近平主席在去年聯(lián)合國大會(huì)期間提出全球發(fā)展倡議，在今年二十國集團(tuán)峰會(huì)上倡導(dǎo)更加包容、普惠、有韌性的全球發(fā)展，為新時(shí)代全球發(fā)展事業(yè)指明了方向。中方將積極落實(shí)習(xí)近平主席提出的倡議，與77國集團(tuán)攜手同心落實(shí)2030年可持續(xù)發(fā)展議程，推動(dòng)構(gòu)建人類命運(yùn)共同體。
China is always a staunch advocate for and active contributor to global development. President Xi Jinping put forth the Global Development Initiative (GDI) at the United Nations General Assembly last year, and called for making global development more inclusive, resilient and beneficial to all at the G20 Summit this year, pointing the way forward for global development in the new era. China will vigorously act on the initiatives made by President Xi Jinping, and join hands with the G77 to implement the 2030 Agenda for Sustainable Development in a bid to build a community with a shared future for mankind.
我們將為全球共同發(fā)展提供中國機(jī)遇。作為全球第二大消費(fèi)市場、第二大對外投資國以及130多個(gè)國家和地區(qū)的主要貿(mào)易伙伴，中國將堅(jiān)持高水平對外開放，加快構(gòu)建新發(fā)展格局，以中國式現(xiàn)代化為世界各國、特別是廣大發(fā)展中國家提供更多發(fā)展機(jī)遇，分享更多發(fā)展成果。
We will create “China opportunities” for global common development.?As the world’s second largest consumer market, second largest source of foreign investment and major trading partner of over 130 countries and regions, China will promote high-level opening up and accelerate efforts to foster a new development paradigm. Through the Chinese path to modernization, we will create more development opportunities and share more fruits of development with the world, especially developing countries.
我們將為國際發(fā)展合作注入中國力量。中方將繼續(xù)深度參與南南合作，積極支持糧食和能源安全、發(fā)展融資、氣候變化等領(lǐng)域的國際合作，推動(dòng)壯大國際發(fā)展機(jī)構(gòu)、調(diào)動(dòng)更多發(fā)展資源，攜手各國共同戰(zhàn)勝風(fēng)險(xiǎn)挑戰(zhàn)。
We will instill more “China impetus” into international development cooperation.?China will continue to deeply engage in South-South cooperation, actively support international cooperation in food and energy security, development financing and climate change, work for further development of international development agencies, mobilize more development resources, and join hands with other countries to prevail over risks and challenges together.
我們將為支持發(fā)展中國家貢獻(xiàn)中國方案。中方已宣布落實(shí)全球發(fā)展倡議的32項(xiàng)舉措，歡迎更多77國集團(tuán)成員加入“全球發(fā)展倡議之友小組”，攜手構(gòu)建團(tuán)結(jié)、平等、均衡、普惠的全球發(fā)展伙伴關(guān)系。
We will offer “China solutions” on ways of supporting developing countries.?China has announced 32 steps to implement the GDI. More G77 members are welcome to join the Group of Friends of the GDI to jointly forge a united, equal, balanced and inclusive global development partnership.
